A YEAR OF NEW TIDINGS
The Backdrop: The NCTE prepared the curriculum framework for teacher education in 1998 and for the first time made the recommendation for begining a two-year B.Ed. programme to prepare quality teachers. The NCERT in collaboration with NCTE developed four different syllabi for initiating this two-year B.Ed. programme in its four regional institutions in the year 1999. The NCERT (TEEE) stalwarts designed a detailed syllabus for the Two -Year B.Ed program. One may access the entire syllabus at the NCERT website given below:
पार्श्वभूमी: NCTE ने गुणवत्तापूर्ण शिक्षक तयार करण्याच्या दृष्टीकोणातून १९९८ मध्ये दोन वर्षीय बी. एड चा प्रारूप तयार करून सर्वप्रथम त्याच सिफ़ारश केली आणि त्या अनुषंगाने NCERT च्या सहयोगाने चार वेग वेगळे अभ्यासक्रम RIEs मधे राबविण्यासाठी तयार केले. दोन वर्षीय बी एड . चा जो पाठ्यक्रम त्यांच्या TEEE च्या अभ्यासकांनी तयार केलाय ते आपण इथेच पाहू शक्ता. बाजूच्या चित्रावर क्लिक करवे.
The Council (NCERT) set up a Committee to reformulate the two-year B.Ed. programme under the Chairmanship of Professor M.S.Yadav & the guidance of Professor Krishna Kumar, former Director, NCERT. Several meetings were held at RIEs and NIE, involving faculty from RIEs, NIE and various other institutions and universities working in the concerned areas. Discussion and deliberations in these meetings helped in evolving this two-year B.Ed. program corresponding to the emerging vision in teacher-education incorporating inputs as suggested in the NCF-2005. This syllabus became effective from 2008 in the RIEs. The syllabus could also be useful for other institutions who would like to adopt longer duration of teacher-education programme.

The Backdrop
I wanted to discuss with my readers one very significant change that is about to take place on a wide scale in India. NCTE, India, a statutory body has finally in conjunction with the NCERT, India, passed a resolution to implement a Two-Year duration B.Ed course across the length & breadth of the country.
Not that it was non-existent totally, only that some private universities offered it, but they were not all that recognized. The RIEs, arms of NCERT engaged in Teacher Training were already offering a Four-Year- Integrated Teacher Training Program from long. But mostly the regular Face-to Face B.Ed program was being offered for One Year Duration only. It is when the quantity of the learners and the Teacher Training Institutions rose to dizzying numbers at the expense of quality, that finally the central government woke from a slumber.

It is finally being done according to the recommendations made by the Justice J. S. Verma commission that mandates the teacher training course to be of Two years. Implementations begin right away with the oncoming academic year. The ball has been set in motion already. Guidelines and circulars for the same have been sent out to all Indian Universities.
The NCFTE (2009-10) i.e. the National Curricular Framework for Teacher Education in this regard provides a curricular framework beginning with the national vision and quoting the major concerns and contexts of the Teacher Education. It has laid out a Common Core Curriculum with its instructional contents & transactional methodologies to facilitate uniform implementation. The NCERT-NCTE Joint has come up with a newly designed Integrated structure of Teacher Education which takes care of the syllabi at different levels viz. elementary, secondary level, postgraduate level, etc.

Whereas, all the technical details right down to the description of nomenclature, duration, no. of working days, fees, infrastructure,staffing pattern, admissions, qualifications of the faculty, subjects, program implementation, assessment scheme,etc. have been laid out in the NCTE Notification published in the Government of India Gazette Extraordinary, Part III SEC.4 dated Wednesday, August 25, 2010, the detailed Curriculum for Two Year Teacher Education can be found at the NCTE website, and the entire Syllabus for the Two Year B.Ed Programme is available at the NCERT portal.

नवीन दोन वर्षीय बी. एड अभ्यासक्रमाचे कार्यान्वन (२०१५-१६) पासून
पार्श्वभूमी :
मला वाचकांच्या बरोबर एक अतिशय महत्वाच्या, देश स्तरावर लागू होणारा विषयावर चर्चा करायची आहे. आपणास ज्ञातच असेल कि NCTE,( नवी दिल्ली, भारत ) ने जी कि एक वैधानिक संस्था आहे, तिने NCERT च्या सहयोगाने एक प्रस्ताव पारित करून शेवटी देश भरात दोन वर्षीय अवधी चे बी. एड लागू करण्याचा निर्णय संमत करून घेतला आहे. असे नाही कि असे दोन वर्षीय बी .एड अस्तित्वातच नव्हते. काही खासगी विद्यापीठांमध्ये ते राबविले जात होते परंतु त्यांना मान्यता नव्हती . याशिवाय NCERT च्या बाजू समजल्या जाणारया RIEs मध्ये चार वर्षीय एकात्मिक शिक्षक प्रशिक्षक कार्यक्रमे ही बराच काल पासून चालविली जात आहेत परंतु, नियमित महाविद्यालायात प्रत्यक्ष स्वरूपात ते केवळ एक वर्षीय अवधी करिताच राबविली जात होते. अलीकडे जेव्हा विद्यार्थी आणि शिक्षक प्रशिक्षण महाविद्यालयांची संख्या गुणवत्तेस डावलून तुलनेने मर्यादेपेक्षा वाढली तेव्हा शासनाला जाग आली. शेवटी जस्टीस जे. एस. वर्मा यांच्या शिफार्सीना लक्षात घेऊन दोन वर्षीय बी .एड जनादेशित करण्यात आला आणि कार्यान्वन लगेचच वर्तमान शैक्षणिक वर्षापासून अर्थात (२०१५-१६) पासून करण्याचे निश्चित झाले. त्यानुसार सर्व विद्यापीठांना आणि महाविद्यालयांना सूचना व आदेश्पत्रे निर्गमित झालेली आहेत.

The syllabus is a voluminous document and the language employed is verbose and technical . I was wondering if it will be appropriately interpreted by Teacher Educators, Managements & other stakeholders unambiguously.
